Following are brief descriptions of some projects that Chastain-Skillman's Surveying professionals have completed. This is by no means an exhaustive list, but should give you an idea of the scope of work that we have done.

Oakbridge & Grasslands Community (ongoing)
Lakeland, Florida

Since 1975, Chastain-Skillman's surveying department has provided the Oakbridge & Grasslands Community with Boundary, Topographic, Bathymetric and Construction Surveys for land planning. Since the original boundary survey, consisting of land in four sectionalized government sections, we have provided surveys for engineering design and platting services for approximately fifteen (15) communities within that original survey. From the construction staking of the first boulevard to the most recent building structure, we have provided the entire survey package. Approximately 30 years of records have been transformed to electronic format and used with the most modern survey instruments to provide surveying services from the location of a single corner of a structure to staking digital terrain models and volume calculations for the next community.  Oakbridge and Grasslands Communities consist of single and multi family residences, commercial parcels, condominiums, shopping areas and an 18-hole golf course.  Chastain-Skillman is truly a part of this flourishing community.
City of Eagle Lake (ongoing)
Eagle Lake, Florida


For more than six years, Chastain-Skillman has been providing surveying services for the City of Eagle Lake. Few examples of the many projects performed for the city would be the boundary, topographic and construction staking of the newly renovated Eagle Lake Sports complex, miles and miles of route surveying for infrastructure improvements and working with the city’s legal council on annexation issues. One of the more challenging projects was the mapping of approximately 5,200 feet of U.S. Highway 17 corridor through the city limits for a beautification project. The mapping scope included topographic information with one foot contours, as well as utility and right-of-way locations within the corridor. We were contracted to map the corridor area and subsequently contracted with Kucera International, Inc. to provide digital imaging with planimetric features. GPS with RTK technology was utilized in surveying the location of the aerial control panels and provided horizontal and vertical control for the project. With information from Sunshine State One-Call of Florida, Inc., we commenced locating utilities and right-of-way corners. We received the digital imagery files and combined the conventional survey mapping into one digital file, which was provided to the City of Eagle Lake.
Publix Corporate Offices (2003)
Lakeland, Florida


This commercial development included complete site work engineering and accompanying site surveying services for the new corporate office complex for Publix Super Markets located in Lakeland, Florida. As part of the development process, a hydrologic analysis of the contributing drainage area was required. This included a review and analysis of a 300-acre watershed with numerous surface waterbodies, storm sewers, ditches, and natural water courses. The project entailed major roadway re-design to facilitate the major change in traffic flow on Airport Road and Dranefield Road. Two large parking areas were designed in this Phase I of the project. Future design plans call for a mirror image building to be constructed on the site as needed by the client.
Gator Creek Natural Area (2002)
Polk County, Florida


Chastain-Skillman provided engineering and surveying services for the design of access, parking and ADA approved trail access through this natural preservation area located north of Lakeland, FL off U.S. Hwy 98. The site consists of just over 590 acres, and is home to a variety of natural and endangered Florida flora and fauna, including wading birds, Sherman’s Fox Squirrels, wood storks, Eastern Indigo snakes, gopher tortoises and more. The 0.4 mile long entrance road leads to approximately 40 parking spaces, where access is provided to the paved 6’-wide – 0.5 mile long looped ADA trail that meanders through the site providing opportunity for viewing Florida in its natural state.
Lake Ashton Golf Club (2002)
Winter Haven, Florida


Chastain Skillman provided professional consulting services for the formation of a Community Development District (CDD) on a 720-acre parcel of land. The CDD was established to obtain a taxing district on the development to finance bonds for the construction cost.

Engineering services included: preparing the project for development by annexing; zoning; and comprehensive plan amendment processing into the City of Lake Wales. Construction drawings were prepared for approximately 1,100 residential lots and an 18-hole golf course. Infrastructure improvements for the development included water and sewer systems, as well as drainage storm sewers for over 31,000 feet of streets within the project. The off-site water system and sanitary sewer force main was connected to the site along approximately 8,000 feet of State and County Highways. Twenty-one storm water retention ponds are integrated into the golf course fairways. Wetland Mitigation and Flood Plain Compensation Plans were prepared to provide compensation for any applicable impacts. All pertinent construction permits were obtained from the Department of Transportation, Department of Environmental Regulation, Florida Department of Health, Southwest Florida Water Management Department, Army Corp Of Engineers, Department of Community Affairs, Polk County, City of Lake Wales, etc.

The Chastain-Skillman Survey Department provided the topographical work for the design of all the improvements. Our surveyors performed all construction stakeouts for the general contractors. Subdivision plats were prepared and recorded by the Surveying Department upon completion of all construction activities.
Lake Mirror Promenade (1999) & Hollis Gardens (2002)
Lakeland, Florida


This prestigious downtown Lakeland redevelopment project involved all of the Chastain-Skillman disciplines. The project consisted of locating underground utility systems, demolishing Lemon Street, replacing or upgrading underground utilities, and constructing a 25-foot wide by 2,400-foot long promenade (with three different surface finishes). Associated with the promenade is an amphitheater complete with three 600 amp, electrical services, and an underground conduit system for sound and light control. Other amenities include a replicated light pedestal and lamppost system to compliment the street lighting system constructed in the 1930’s. An “alfresco” terrace was constructed in front of the Magnolia Building for a future café overlooking the amphitheater. A new stormwater conveyance system was designed and installed to replace the former system, a street gutter drainage design. The streetscape and landscape project provides the City of Lakeland with a needed focal point for its social events (i.e. the Fourth of July fireworks, the antique car shows, the Margarita Ball, the Arts Festival, etc.).
Lake Istokpoga Boat Dock & Channel (2001)
Highlands County, Florida


In 1999, due to an increase in public use, the Highlands County Board of County Commissioners requested that Chastain-Skillman begin the design of improvements to the County’s Istokpoga Park on the north shore of the lake. At the Board’s request, Chastain-Skillman designed an addition which doubled the capacity of the existing boat-launching ramp, enlarged the boat launch basin, encircled the launch basin with a wooden boardwalk and widened and deepened the access channel to the lake. This project was particularly challenging due to the impacts to forested wetlands and the fact that previously recorded conservation easements required modification. Approximately 3 acres of wetland pasture was restored as a forested wetland to mitigate the wetland impacts from the project.
Lake Bonny Park (2001)
Lakeland, Florida


Chastain-Skillman provided civil engineering and surveying services for design and construction of this high profile educational and recreational facility. The City of Lakeland and the Polk County School Board will jointly utilize this facility, which is located by aerial walkway directly across HWY 98 from Lakeland Senior High School. The northernmost 6 acres provide space for the school’s Agricultural Science Building, as well as planting stations for agricultural crops including pasture grasses, livestock feed crops and citrus.

The City’s recreational facilities include two baseball fields, one softball field, one soccer field, a basketball pavilion, concessions building, five picnic pavilions and several parking lots.

A circumferal 1.5-mile asphalt recreational walk way surrounds the facility, which provides walkers, skaters and bicyclists the opportunity to view the ball fields, planting stations and restored wetland mitigation areas along the shoreline of Lake Bonny.

The grading and drainage system for this project was especially extensive due to the special needs of the planting stations and ball fields. This is due to the presence of extensive clays just below the ground surface in an area that has traditionally high groundwater issues. Unique to this project is a low-pressure sanitary sewer system that collects and transmits wastewater from the scattered restrooms.
North Central Landfill (2001)
Polk County, Florida


Chastain-Skillman provided surveying for three phases of the construction project to close a refuse cell at the North Central Landfill in Polk County, FL. This project consisted of a complete pre-construction topographic survey of the site to provide the client with a model that could be used as a reference for determination of earthwork accomplished during construction. The second phase provided construction stakeout for the installation of multiple drainage structures, roads, piping, gas venting and liner, as well as grades for earthwork for the entire site. Particularly challenging was the consistent vertical movement "settling" of the mound. The third and final phase of this project was to perform a final topographic survey of the new mound configuration with volume calculations and depiction of improvements.
Highlands Solid Waste Management Center (2001)
Highlands County, Florida


Chastain Skillman was retained by the Highlands County Solid Waste Department to design an expansion and upgrade to the existing leachate sprayfield at its Class 1 Landfill. Because of planned expansions at the facility, the landfill needed additional area for disposal of its leachate.

The landfill leachate recirculation system, in conjunction with its leachate wastewater treatment system, transports liquid captured from the solid waste matrix. This liquid leachate is disposed of by means of controlled land application to an existing sprayfield. While the existing sprayfield encompassed 15 acres, the expansion provided an additional 17 acres of disposal area. This additional capacity will allow the County to move forward with improvements to and expansion of the leachate wastewater treatment plant.
Leesburg Wastewater Treatment Plant (2000)
Leesburg, Florida


With the existing treatment facility nearing 100% capacity, the City was in need of new treatment capacity in as timely a manner as possible. Chastain-Skillman was retained to design a new 3.0 MGD plant, to be located at the site of the City’s existing sprayfield near the Florida Turnpike. Bids were received and were under budget. Completed in November 2000, this is the fourth Sequencing Batch Reactor (SBR) facility designed by Chastain-Skillman in Florida. A unique project characteristic was the extra attention paid to the potential archeological value of the construction site, as numerous American Indian artifacts have been discovered in and around the area.
Gulfstream Natural Gas Pipeline (2000)
Central & South Florida


Chastain-Skillman was contracted to provide surveying services for establishing Horizontal and Vertical Control on 310 monuments along a 310 + mile proposed natural gas pipeline route. The control monuments would then be used for a detailed preliminary survey of Gulfstream’s proposed pipeline and to support all future survey work performed on the project.
Wells Motor Co. Automobile Dealership (1998)
Avon Park, Florida


When Wells Motor Company made the decision to move from the downtown location where their business began back in 1931, they chose Chastain-Skillman to design their new dealership. The new building has approximately 26,000 square feet under roof, including indoor and outdoor showrooms of 2,700 square feet each. The building also has a large mezzanine area for parts storage and sixteen service bays. As an added convenience the customer lounge area includes a brightly decorated play room for children.
I-4 Rest Area Utilities (1996)
Auburndale, Florida


As part of the construction of new rest areas on I-4, the Florida Department of Transportation approached the City of Auburndale about providing utility service. The City of Auburndale agreed to extend its service lines over three miles to serve the facilities. The construction to serve the area included three miles of 6-inch force main and over three miles of 12-inch, 10-inch, and 8-inch water line. A master lift station, including a standby generator, was also included. To minimize time and construction costs, the project was bid as two separate contracts. Design and construction were further complicated by the interstate right-of-way and by large wetland areas.
