Following are brief descriptions of several projects in which Chastain-Skillman
is currently involved.

Florida Regional Wastewater Treatment Facility
Auburndale, FL
Chastain-Skillman, Inc. (CSI) recently began design for the expansion of the Auburndale, Florida Regional Wastewater Treatment Facility to double its capacity to 4.0 MGD. The expansion will upgrade the treatment level to allow public access reuse and provide Class A biosolids using the Bioset Process. The original facility was designed by CSI and completed in 1997, treats 2 million gallons of wastewater per day. After expansion, the facility will treat 4.0 mgd, and will continue to produce effluent meeting public access reuse requirements.

Bartow Wastewater Reclamation Facility
Bartow, FL
Chastain-Skillman, Inc. (CSI) professionals are currently designing a construction project which will expand Bartow's (Florida) wastewater collection system to transport flows from Polk County’s Central Regional Wastewater Treatment Facility to the Bartow plant. This project will expand the existing Bartow Wastewater Reclamation Facility from 4.0 MGD to 8.0 MGD, including Class AA residuals treatment using autothermal thermophilic aerobic (ATAD) digestion. The added ATAD process provides a digestion method that meets the FDEP draft requirements for Class AA residuals criteria for pasteurization and volatile solids destruction. Installed in a smaller footprint than other processes, the ATAD reactors do not have any gas handling requirements and require simple instrumentation and controls for ease of operation, therefore, providing a more efficient process for the City. Additionally the project will include upgrades of the Bartow Airbase and Master Force Mains.

Children's Home Society
Tampa, FL
In Tampa we've received our re-certification to perform engineering projects for Hillsborough County. Also the Occupational Health and Safety group in Tampa has recently contracted with Children's Home Society of Florida to assist with Indoor Environmental Quality projects at a number of their over 100 facility locations between Miami and Pensacola.

Sebring Airport Gas Main
Sebring, FL
We are bidding on the extension of a 6 inch natural gas main from the City of Sebring to the Sebring Airport for a distance of 45,000 feet (9 Miles).
 |
Englewood Water District
Englewood, Florida
Englewood Water District has selected CSI to provide professional engineering services in support of the District’s water, wastewater and reclaimed water operations.
 |
Departments of Public Works, Electric, Water and Wastewater, and Water Operations
Lakeland, Florida
The City of Lakeland has once again selected CSI to provide professional municipal engineering services on an on-going basis to the Departments of Public Works, Electric, Water and Wastewater, and Water Operations. |
Lake Clinch Flooding Cooperative Funding Project
Frostproof, Florida
The firm was retained by Polk County to address flooding issues still lingering from the 2005 hurricane season. The natural flow of water in south-central Polk County is southward from Crooked Lake (just east of Babson Park and west of Highway 27) into Lake Clinch on the eastern edge of Frostproof, and from there through town into Reedy Lake located immediately west of Frostproof. Over the years the system of conveyance of water from Lake Clinch to Reedy Lake has been altered numerous times resulting in a reduction of the rate at which water can flow between these lakes.
During the summer of 2005, sections of undersized pipes were replaced by the County and SWFWMD in an emergency effort to reduce flooding on County Road 17. This latest project will expand those efforts by replacing the outfall from Lake Clinch to Reedy Lake with an operable water control structure on Lake Clinch (Phase I), accompanied by larger piping along the conveyance to Reedy Lake (Phase II). The first phase, which will include installation of a portion of the larger piping, is estimated to cost $1.92 million, while the entire project is estimated to cost $3.878 million.
Not only are there still blue tarp covered roofs dotting Florida, but many engineering projects in response to the effects of the storms are also still just entering construction phases after issues of funding have been completed. The Lake Clinch drainage project is a typical example of this, and is finally getting underway. The design of this drainage canal, which effectively slices completely through the town, includes an amazing 9,000 linear feet of pressure treated wood retaining wall, along with two box culvert bridges.

Bowling Green Wastewater Infrastructure
Bowling Green, FL
In Bowling Green the city’s long awaited infrastructure improvements are under construction, with major work being performed on the sewer system, manholes, installation of generators, replacement of chlorination systems, pump and lift stations, as well as replacing two sets of pumps at the treatment plant. CSI designed each of these improvements.

Winter Haven Wastewater Treatment Plant #3
Winter Haven, Florida
In Winter Haven construction at wastewater treatment plant #3 of the new sludge thickening and dewatering facility is approaching completion. Sludge processing under the equipment manufacturer's supervision occurred the second week of October. Photo of the belt filter press can be seen at right. |

Water Production Facility
Winter Haven, Florida
Also in Winter Haven near Dinner Lake a new CSI designed Water Production Facility (WPF) is under construction. Photo shows preparation for pouring the pump skid foundation. |

Glendale Wastewater Treatment Plant
Lakeland, Florida
At the Glendale WWTP in Lakeland installation of the new 60’ tall Egg-Shaped Digester (ESD) has begun. (Photo of the first ring of the ESD is shown here). The ESD is one of the most efficient and cost-effective anaerobic systems for sludge treatment. Its double-curvature shape, small top liquid surface area and liquid mixing system help reduce scum, grit build-ups and dead zones. Thus, the vessel does not have to be taken out of service for cleaning. The ESD also provides a smaller footprint, improved reliability, enhanced process control and reduced maintenance, all leading to reduced energy demand. |

Highlands County Sports Complex
Sebring, Florida
Chastain-Skillman’s Architect, Structural and Civil engineers are providing design services for an exciting new sports complex to be built in Sebring, Florida. In response to Highlands County’s Recreation Planning Advisory Committee’s identification of needs, this five-plex of soft-ball fields, concession stand with meeting rooms, plus additional soccer fields, football field and practice fields will provide a considerable positive economic impact in the area. It will likely draw many tournaments to the area. The 52-acre site is conveniently located near the Sebring Parkway and Sebring High School. |

English Oaks Phase III Force Main
Lakeland, Florida
Chastain Skillman, Inc. was selected (April 2006) to provide design and construction services for a major, fast-track force main project by the City of Lakeland. This force main will carry wastewater from a booster pump station (to be constructed south of the Polk Parkway near Lakeside Village) across town and ultimately to the Glendale Wastewater Treatment Plant. The potential routes under consideration pose significant challenges to both design and construction. Acquisition of easements and dealing with unstable phosphate mined soils will be among the most challenging issues. This pipeline phase will complete the English Oaks project for which Chastain-Skillman completed Phase I. Phase I included a lift station and piping from the Carillon Lakes development including piping placed under the Lakeland Linder Airport runways. Ultimately, Phase III will consist of approximately 6 miles of pipeline designed through congested roadway, residential areas, and reclaimed phosphate soils. These projects are critical to support the continued rapid growth and development of southwest Lakeland.

Noise Exposure Evaluation
Southeast US
Noise is a form of “pollution” and a work-place hazard. Chastain-Skillman’s Occupational Health and Safety Department has been retained by a major southeastern retailer to evaluate noise exposures to employees at several of their facilities. Multiple Chastain-Skillman staff members are capable of performing these evaluations for our clients.

Brownfields Evaluation
West Florida
Our Risk Assessment / Hydrogeology Department was recently requested to inventory and investigate a Brownfields area for one of the most populated counties on Florida’s west coast. The Brownfields initiative assists governmental entities in the conversion of once contaminated and thus non-utilized sites, into productive useful sites with positive economic impact on their communities. Brownfields projects are especially important in regions where land for development is at a premium.
